Biographical Statement 

Julien received his Bachelor’s degree in Law from the Facultés Universitaires Saint Louis in Brussels, and then graduated in Public Institutional Law at the Université Libre de Bruxelles (ULB), with a final essay devoted to the question of legal assistance to victims of trafficking in human being.

The courses on migrations sparked his particular interest for legal and social issues flowing from the movement of persons. In September 2011, he started the Certificate in European law on immigration and asylum organised by the Odysseus Network at the Institute for European Studies of the ULB. He wrote his final paper about the margin of manoeuvre that is left to Member States, while implementing the directive on family reunification, after the Chakroun case ruled by the ECJ.

As an intern at UNU-CRIS, he did research under the supervision of Ms. Sonja Nita and Professor Bob Deacon in the framework of the UNESCO-UNU Chair on Regional Integration, Migration and Free Movement of People until July/August 2012. His tasks were mainly related to the rights of migrants and free movers, in the European Union and within the Southern African Development Community.
