Biographical Statement 

Dr. Wouter Lips is a post-doctoral assistant at GIIS. He researches international coordination against tax evasion and tax avoidance, offshore systems and the role of economic power in tax governance. During his PhD (2015-2019, funded by the Flanders Research Foundation), he looked into the OECD/G20 agenda on automatic exchange of banking information and multinationals’ tax avoidance. His work has been published in peer-reviewed journals (Journal of European Integration, New Political Economy, Globalizations), edited volumes and working papers series (UNU-CRIS), and has been presented at international conferences. Lately, he also developed an interest in web scraping and quantitative text analysis techniques.

He is a lecturer in the Bachelor Political Sciences at Ghent University, where he gives the course “Actual Political Problems and as a guest lecturer in the Bachelor Social Sciences at VUB and Master Political Sciences at Ghent University. He has also written op-eds and given comments in several national news media on tax events, and was part of a study for Open Data for Tax Justice, which has been referenced by The Guardian and The Financial Times.
