COP29 Side Event: Operationalizing Multilevel Policy Coherence for Targeted Climate Action

Decisions related to environmental and development issues must adopt a socio-ecological systems approach to address the complexities of climate action effectively. Numerous implementation experiences highlight that aligning multiple sectoral policies can significantly reduce adverse trade-offs and unintended consequences, thereby enhancing resource use efficiency and the effectiveness of outcomes. Policymaking processes need to be coherent and lead to just and equitable outcomes for all stakeholders, from local communities to global entities. Consequently, navigating policy coherence at multiple levels for climate action implementation and fostering inclusive stakeholder engagement is crucial.

Recognizing the intricate nature of this topic, along with the myriad institutions, actors, and priorities involved, we will conduct a session that features an interactive discussion  (dialogue) with experts and audience members from various sectors. This session will explore pragmatic strategies for operationalizing policy coherence, reflecting on climate action by aligning interventions, institutional mandates, and governance systems towards sustainability and socio-ecological resilience.

The event will utilize the fishbowl methodology, encouraging active participation from both the audience and speakers.

 

Research Questions

To guide our discussions, we propose some background research questions:

  1. How can multi-level governance frameworks be effectively designed to enhance policy coherence across different sectors in driving targeted climate action?
  2. What mechanisms can be implemented to ensure inclusive stakeholder engagement that addresses the needs and perspectives of marginalized communities in climate-related policymaking?
  3. In what ways can we identify and mitigate trade-offs between competing policy objectives to promote sustainable development while achieving climate resilience

We will have a set of starter speakers, including representatives from the organizing team.

We look forward to your participation in this critical dialogue as we collectively seek to advance our understanding and implementation of policy coherence in addressing climate change challenges.
