The Unintended Consequences of the Transatlantic Trade and Investment Partnership Negotiations

While negotiations on a Transatlantic Trade and Investment Partnership (TTIP) have stalled since 2016, they have had major consequences. TTIP led to demands by others to upgrade their trade relationship with the EU, unprecedented politicisation, endangering the EU-Canada trade agreement, reforms to EU trade governance, and amendments to EU trade policy positions. The latter three are second-order effects of the politicisation of TTIP. These unintended consequences occurred because of inflated expectations about and insufficient realisation of the different nature of TTIP. In the meantime, EU trade policy has adapted to the new politics of trade, making unintended consequences less likely.
