Mercosur-Pacific Alliance Convergence: Quo vadis?
In recent years, several proposals have been put forward to advance Latin American integration, one of which has been the initiative for convergence between Mercosur and the Pacific Alliance. In this regard, multilateral organizations have contributed, academics and research centres have estimated feasibility criteria, and regional agreements have made their own efforts in this direction. Despite this, progress in this area has been partial. This is due, among other things, to the crises inherent to each of these Latin American integration agreements —brought about by the coexistence of different integrations strategies– as well as the deepening of differences because of external shocks such as the changes in the commodity price cycle and the COVID-19 pandemic. This policy brief aims to identify the status of the convergence initiative between Mercosur and the Pacific Alliance, and to analyze where it is heading in the current Latin American political, economic, and social context.

En los últimos años se han presentado diversas propuestas para avanzar en la integración latinoamericana, una de estas ha sido la iniciativa de convergencia entre el Mercosur y la Alianza del Pacífico. Al respecto, se ha contado con el aporte de organismos multilaterales, la estimación de criterios de factibilidad por parte de académicos y centros de investigación, y los acuerdos regionales han hecho sus propios esfuerzos en dicha dirección. A pesar de esto, los avances en la materia han sido parciales. Debido, entre otras cosas, a las crisis propias de cada uno de los acuerdos de integración latinoamericanos —devenidas por la coexistencia de diferentes estrategias integracionistas—, así como la profundización de las diferencias a partir de choques externos como los cambios de ciclo en los precios de las materias primas y la pandemia del COVID-19. Este policy brief tiene por objetivo identificar el estado de la iniciativa de convergencia entre el Mercosur y la Alianza del Pacífico, y analizar hacia dónde va en el actual contexto político, económico y social Latinoamericano.
