Abstract:

The paper presents an analysis of ECLAC’s contribution to the conceptualisation of Latin-American regional integration since the start of its activities in 1948. It shows how the first wave of Latin-American regionalism was based on the theoretical framework of ECLAC’s ‘structuralism’ and how the second wave of regional and sub-regional integration agreements (after the crisis of the eighties) found a conceptual foundation in the notion of ‘open regionalism’, as put forward by ECLAC in the first half of the nineties and which itself was derived from ‘neo-structuralism’. Looking at the future, the author argues that the contribution of ECLAC can be important in areas such as a new generation of policies of productive development; social rights, citizenship and social cohesion; energetic integration; and the re-configuration of the global economy, which are part of the new integration agendas and in which ECLAC has accumulated analytical capacity and empirical knowledge of the realities of the region.
