Biographical Statement 

Luis Jorge Garay was an Associate Research Fellow at UNU-CRIS in Bruges since 2005 until the end of December 2016, and an international consultant. Previously he worked as Director of a Research Programme at the General Controller Office of Colombia (2001-2002), Director of a Research Programme at the National Planning Department of Colombia (1996-1999), Consultant for the Inter-American Development Bank (2001-2002 and 1994-2000), Researcher at the Foundation for Development Studies (Fedesarrollo), Advisor for UNDP (2002), to the Minister of Foreign Trade of Colombia (1992), to the Minister of Finance of Colombia (1984-1991), to the Director of the National Planning Department of Colombia (1975-1976), to the National Planning Department of Colombia (1973-1974), As economist at the National Planning Department of Colombia (1970-1970). He was also a lecturer at the Universidad de Los Andes and at the Universidad Nacional de Colombia.

Luis Jorge Garay obtained a Master’s Degree in Industrial Engineering and a Master’s Degree in Economics from the Universidad de los Andes (Colombia) and a PhD in Economics from the Massachusetts Institute of Technology. He was visiting scholar at the Inter-American Development Bank (1994), the University of Cambridge (1981-1982), and Oxford University (1979-1980). His areas of interest are: international trade and economic integration, foreign debt management, industrial development and international competitiveness, globalisation, and social exclusion.
