Regional integration processes are complex social processes; they are expressions of worldwide and long-term trends towards larger scales and higher levels of mobility inhuman activity, and – it is believed – they have the potential to generate higher levels of growth and welfare and thus to contribute to poverty reduction. Effective and sustainable regional integration supposes effective policies and, as in other policy areas, this can only be reached with sufficient levels of participation and systematic monitoring and evaluation of these policies.
