La economía política de la integración regional: el caso de Colombia

This paper focuses on the domestic determinants of the regional integration and trade policies in Colombia. The authors take the liberalisation programme (apertura) which was started by the administration of President César Gaviria (1990-1994) as their point of reference. They present a mapping exercise of interests and other domestic policy determinants at the beginning of this process, and show how this map has developed –consolidated or reconfigurated- since then. With respect to regional integration, four issues have dominated the Colombian agenda in the American context. These were: the deepening and (posterior) crisis of the Andean Community, the signing of the free trade agreement (FTA) between Colombia, Mexico and Venezuela (G-3), the negotiation of the Free Trade Area of the Americas (FTAA), and the negotiation of the FTA between Colombia and the United States. The dynamics of the political economy of regional integration have developed around these four themes.

Este documento se detiene en los determinantes domésticos de las políticas de integración regional y comercio exterior en Colombia. Los autores toman como punto de referencia el programa de apertura que se inicia en el gobierno de César Gaviria (1990-1994). Presentan el mapa de los intereses y demás determinantes domésticos al iniciar este proceso y muestran cómo este mapa se ha ido desarrollando -consolidando o reconfigurando- hasta el día de hoy. En materia de integración regional, cuatro temas han dominado la agenda colombiana en el ámbito americano, a saber: la profundización y (posterior) crisis de la Comunidad Andina, la firma del Tratado de Libre Comercio (TLC) entre Colombia, México y Venezuela (G-3), la negociación del ALCA, y la negociación del TLC entre Colombia y Estados Unidos.
